Presidential spokesperson Harry Roque explained why Vice President Leni Robredo rarely had any participation in the recently concluded Association of South East Asian Nations' Summit.

With Robredo's absence in the welcoming of global leaders, Roque said that this was because Robredo, the face of President Rodrigo Duterte's opposition, being a member of the Liberal Party, was not a cabinet member.



The Vice President was appointed as the Head of the Housing and Urban Development Coordinating Council by Duterte, but was allegedly asked to resign, prompting her to do so in December of 2016.

Under the 1987 Constitution, the president may appoint his Vice President in any cabinet position, without the need of confirmation from the Commission on Appointments,.

Roque said that Robredo, no longer being a part of the Cabinet, was not designated to the airports were Cabinet members were assigned.



Roque said that it had to be Cabinet members as they are the alter-egos of the Chief Executive and that such has always been the protocol.

He said it was "nothing political".

Robredo was also not invited to the gala dinner of ASEAN's 50th anniversary.

Robredo attended the opening ceremony of the ASEAN at the Philippine International Convention Center on Monday, and spoke at the ASEAN Business and Investment Summit at Solaire Resort on Tuesday.
