Duterte can create Commission to Investigate Ombudsman, says Lawmaker

According to Kabayan party-list Representative Harry Roque, President Rodrigo Duterte can create a commission which will investigate on the Office of the Ombudsman.

The lawmaker in an interview with dzBB said that said commission can recommend to Congress the impeachment of Ombudsman Conchita Carpio Morales.




"Yung residual powers ay kung ano man yung kapangyarihan na hindi nakasaad sa Constitution. 'yan ay kapangyarihan ng Presidente at ang pagbubuo ng commission pupwedeng gawin ng Presidente 'yon," Roque said.

He made it a point to add that the position of an Ombudsman is only terminated through an impeachment.

"Ang pupuwedeng gawin lang ng commission ay magrekomenda sa Kongreso na i-impeach ang Ombudsman kapag meron silang nakalap na ebidensiya,"  Roque added.



The President accused the office of partiality and corruption last week.

This was after Morales announced its probe into the alleged multi-billion dollar wealth of the Duterte family, after finding that the claim of Senator Antonio Trillanes IV had sufficient factual basis.

“You have to be investigated also. One of these days, kayo ang sigurado kong hahabulin dahil nga sa partiality ninyo. ‘Pag hindi ninyo imbestigahan ang sarili ninyo, ako ang mag-set up ng commission to investigate you as a President with investigating powers," Duterte said in response.


Deputy Ombudsman Arthur Carandang said that he has been authorized to act on Trillane's complaint.
