Senator Panfilo Lacson in his speech at the Senate hearing on Monday and questioned why retired SP03 Arturo Lascanas decided to change his statement from declaring his innocence to now pointing fingers at President Rodrigo Duterte.

Lascanas claimed to be a part of the Davao Death Squad, a vigilante group known to kill suspected criminals in the province of Davao.

He brought himself forward to authorities and to the eyes of the public to testify against the President who he said was behind the killings himself.


Lacson however, cited a law that counters Lascanas and clarifies that no words could incriminate the president if evidence is lacking.


"Ang maipapayo ko lamang kay SPO3 Lascañas, kung ang layunin ng iyong “extra-judicial confession” ay mapanagot sa ilalim ng batas si Pangulong Rodrigo Duterte at iba pang personalidad, marapat lamang na maliban sa iyong salaysay, may maipakita ka pang bukod at ibang ebidensya. Kung wala ay maaring masayang lamang ang oras ng mga tao dito dahil baka walang kahihinathan ang isinasagawa nating pagdinig sa araw na ito laban sa sinumang mga taong idinadawit mo," the senator said.

He also noted that the testimonies of Lascanas were different from the ones he made in October of last year when he denied all links to the group.


"On another point, as chairman of the Committee on Public Order and Dangerous Drugs – I would like to state here and now, and this is my personal sentiment – that I have grown averse to flip-flopping statements made under oath, probably because of similar incidents in the past directly and indirectly affecting my person," Lacson said.



Furthermore, Lacson questioned why there was a sudden change in Lascanas' testimony.


"What makes the difference between FOUR MONTHS AGO, WHEN YOU TESTIFIED UNDER OATH BEFORE THE COMMITTEE ON JUSTICE AND HUMAN RIGHTS; AND NOW THAT YOU ARE TESTIFYING UNDER OATH BEFORE THE COMMITTEE ON PUBLIC ORDER AND DANGEROUS DRUGS? Rodrigo Duterte was president then and still president now. Kindly enlighten us,

" he said.
