FVR, Cory themselves signed Law allowing LNMB burial for Marcos
It was actually President Corazon Aquino and Fidel V. Ramos who signed the law dictating who gets to be buried at the Libingan ng mga Bayani. And under the law, late president Ferdinand Marcos is eligible to be interred there.
An article by the website Thinking Pinoy explained how Marcos, whose recent burial at the Heroes' Cemetery has been heavily criticized, is acceptable in Philippine law.
The editorial piece debunked the arguments of Vice President Leni Robredo who claimed that Marcos committed crimes, and his family stole massive wealth from the country.
The "Armed Forces of the Philippines Regulations G 161-373, subject: Allocation of Cemetery Plots at the LNMB issued on 1986 under AFP Chief Fidel Ramos and President Corazon Aquino states that there are ten categories for deceased persons to be entitled to a burial at the LNMB.
These are Medal of Valor Awardee, Presidents, Commander-in-Chiefs, Secretaries of National Defense, Chiefs of Staffs, Generals of the AFP, Active and retired military personnel of the AFP, Former AFP members who laterally entered/joined the PNP and the PCG, Veterans, Gov't dignitaries, Statesmen, National Artists, widows of former presidents, Secreatries of National Defense, and Chief of Staffs.
Those to be disqualified are persons dishonorably separated/reverted or discharged from service, and authorized personnel who were convicted by final judgment of an offense involving moral turpitude.

Marcos qualifies for five of these categories and is not eligible for disqualification because his crimes were never tried in court.
He is therefore, under rule of law, presumed innocent to this date.
The article said that if there is anyone to blame for the burial, it should be the Aquinos and the Liberal Party who did nothing to revise the regulations to prevent Marcos' burial there.
