This was the statement of Kabayan Party-List Rep. Harry Roque, citing why De Lima should just step down.

Meron po ‘yan presumption of regularity in the discharge of their functions.

During their panel on Tuesday, former NBI Deputy Director Rafael Ragos testified that he once received a call telling him to deliver the black handbag to Mr. Ronnie Dayan. The caller also said that the bag was from Peter Co and was containing five “manok”, which means five million Pesos.

Ragos then claimed that he brought the said handbag to De Lima’s residence and handed it over to Dayan.

Roque is adamant on insisting that there is proof beyond reasonable doubt, unlike Senator Panfilo Lacson who believes that there is prima facie evidence to be able to file a case against De Lima.

However, Ferdinand Topacio, who served as a lawyer for the inmates, said that the witnesses who testified against De Lima outside of the two NBI officials could not pin her down. “Actually, that’s to be expected po sapagkat, you know kung ano rin si Secretary De Lima, hindi ako mali-link directly. She may be ugly, but she’s not stupid,” Topacio said.
