Chief presidential legal counsel Salvador Panelo on Sunday said that the President’s proclamation of “State of Lawlessness was already planned even before the Roxas Night Market blast in Davao City on Friday.
“Hindi na-trigger [ng pagsabog sa Davao ang pagdedeklara ng State of Lawlessness]. Actually, nasa planning stage na ‘yan,” Panelo said in a radio interview.
“In fact, nagda-draft na nga kami ng proclamation [para sa State of Lawlessness bago pa ang pagsabog sa Davao],” he added.
He said the executive order for the proclamation would possibly be released on Sunday or Monday. The proclamation was made by Duterte on Saturday morning.
The chief presidential legal counsel said that there were four factors that led President Rodrigo Duterte to make the declaration. These are: the anti-illegal drug camp0aign, criminality, terrorism and the Abu Sayyaf group. He said this is a nationwide declaration.
“’Yung cinite kong mga problema ay nationwide din. ‘Yung terorismo, hindi lang ‘yan nakatutok sa Davao. Ang pagbabantang ginagawa nila ay itto sa Metro Manila, sa lahat ng malalaking siyudad, binabantaan nila na papasabugin tayo. Kaya bakit mo ilo-localized ang pagdedeklara mo [ng state of lawlessness],” Panelo said.
“’Yung drug men are all over the land, ganundin ang kriminalidad so talagang dapat nationwide,” he added.
Panelo assured the publis that there would be no martial law following the declaration. He also said that the writ of habeas corpus would not be suspended.
“Ito ay upang magamit niya (Duterte) ang Sandatahang Lakas at magkaroon ng mas mahigpit na pagpapatupad...Walang nagbago, we can do our thing, our normal activities every day,” he said. MJM
