PRESIDENT Rodrigo Duterte had tasked Philippine National Police chief Ronald dela Rosa to send a team United States to look into the series of killings of black men by American police.

“I told Bato (Dela Rosa), ‘Prepare a general who will be sent to America [as] rapporteur.’ Let him investigate and we are interested to the shooting of black people in America,” Duterte said Friday before the police in a camp visit in General Santos City.

Last Wednesday night, Carolina Governor Pat McCrory called for a state of emergency in Charlotte after violence escalated as residents continue to protest the shooting of an African-American "Black" man by two policemen.

Duterte hit anew the US for its intention to teach him over human rights while "black" people in its own country (America) are suffering on human rights violations.

"I said, America [keeps on insisting to bring up] human rights. Now, Charlotte [has declared] state of emergency," he said.

"Meaning, before you condemn, [make sure you have untainted reputation]. You know, men judge best when they condemn," the President stressed. AJRSP
