According to Executive Secretary Salvador Medialdea, the president signed the document before leaving for the Association of the Southeast Asian Nations Summit in Laos.

He stressed that the main reason behind the signing was terrorism. He referred to the recent terrorist attacks in the country which included the beheadings and the Davao bombings. These are what urged Duterte to sign it.

The proclamation will be put in place for as long as Duterte finds it necessary, he said.

On Saturday, Duterte declared the country to be under a state of lawlessness.

This followed a bombing in the Roxas Night Market in Davao which killed 14 and injured more than 70 people. MJM
