Visayas top drug lord surrenders to PNP
Franz Sabalones submitted himself to PNP on Sunday night, ranked just second to the late Jeffrey "Jaguar" Diaz, believed to be Cebu's top drug ruler.
"Siya (Sabalones) iyung ka-level ni Jaguar, iyung napatay... Mataas nang kaunti si Jaguar sa kanya, siya ang number 2 sa Region 7, Central Visayas," dela Rosa said.
"Gusto kong magbago," Sabalones said when he was asked as to why he submitted himself.
Dela Rosa said Sabalones might be swung over to the Criminal Investigation and Detection Group (CIDG).

Sabalones was not part of the 159 individuals who were publicly announced as drug rulers and protectors.
The professed drug ruler was joined by his brother, Vice Mayor Fralz Sabalones of San Fernando, Cebu.
President Duterte on Sunday charged the vice mayor and more than 150 different people of asserted connections to the medication trade.
Be that as it may, the local official asserted he was a casualty of mixed up character, saying the President may have been alluding to his senior brother, Franz.
He noticed that his name sounds alike to that of his sibling.
Duterte on Sunday incorrectly recognized Fralz Sabalones as a candidate "who kept running for mayor yet entirely lost."
