UN to PH: End the extrajudicial killings
Amid the intensified and massive crackdown of illegal drugs in the country, the United Nations yesterday continued urging the Philippine government to end the spate of extrajudicial killings.
Human rights experts from UN said that “allegations of drug trafficking offenses should be judged in a court of law, not by gunmen on the streets.
Yesterday, the Philippine National Police reported that over 1,600 drug suspects have already been killed since Duterte was put to office. 655 of the number are attributed to PNP members while the rest, to vigilantes.
“We call on Philippine authorities to adopt with immediate effect the necessary measures to protect all persons from targeted killings and extrajudicial executions,” said Agnes Callamar, UN special rapporteur on summary executions.
She also stressed that fighting illicit drug trade do not absolve the government from neither the international legal obligations nor the responsibility for illegal killings.
Another UN special rapporteur insisted that illicit drug trade must be in full compliance with national and international obligations and with respect to the human rights of each person. She also said that drug dependency should be treated as a public health issue.
The UN is also aware of how Duterte, since his campaign period, endorsed the killings of those who are involved in illegal drugs, with bounties for those who can turn in drug dealers.
“Directives of this nature are irresponsible in the extreme and amount to incitement to violence and killing, a crime under international law. It is effectively a license to kill,” said Callamard.
“Incentives to violence such as bounties or the promise of impunity also seriously contravene the rule of law and must end,” the experts insisted.
On Wednesday, Duterte has scored the UN for criticizing his aggressive anti-drug campaign. He said that the global organization is magnifying his drug campaign while keeping quiet about mass killings in other countries. ASCS
