Before the “horror roll”, Duterte will release an “honor roll”.
President Rodrigo Duterte is to cite ten governors for excellently stemming the illegal drug trade in their respective provinces.
The list was submitted by Interior Secretary Ismael Sueno to Malacañang before Duterte names the second batch of elected officials, judges and policemen allegedly linked to drug trade.
Imee Marcos, governor of Ilocos Norte and daughter of late dictator Ferdinand Marcos is included in the list.
Along with her are Governors Faustino Dy III (Isabela), Junie Cua (Quirino), Jose Alvarez (Palawan), Eduardo Firmalo (Romblon), Alfredo Marañon (Negros Occidental), Edgardo Chatto (Bohol), Hilario Davide III (Cebu), Daisy Avance-Fuentes (South Cotabato) and Ma. Angelica Rosedell Amante-Matba (Agusan del Norte).

The Department of the Interior and Local Government (DILG) had ruled that officials belonging to political dynasties should be automatically disqualified. So it is not clear why Marcos and Dy are on the list.
“The notion is that they control much of what is going on around them in their locality. Any information deemed detrimental to their image might be suppressed,” the DILG said.
“As we utmostly condemn the alleged narcopoliticians, we should also be celebrating these provincial chief executives for showing exemplary management prowess and strong character in thwarting illegal drugs in their territory,” said Presidential Communications Secretary Martin Andanar.
Andanar confirmed that Sueno has submitted the list to the Palace.
According to Sueno, the governors were chosen in a three-stage screening process conducted by the DILG.
From 41 candidates, the list was broken down to 25 in the second stage.
The governors of 41 provinces that had been previously awarded with the DILG’s Seal of Good Local Governance were automatically listed in the first stage.
The governors were judged by their abilities in financial housekeepinh, disaster preparedness, social protection, environment management, business community and their records in ensuring peace and order in their respective provinces.
In the second stage, six of the governors were removed from the list, including some who are facing charges in the Office of the Ombudsman and some who belong to political dynasties.
“Media reports are also taken into consideration, along with feedback from residents about the personality or character of the concerned official,” the DILG said. MJM
